CHRC on the ground… a visit to Arts Ottawa East and the Niagara Region

CHRC often works at a national level on cross-country policies, programmes, initiatives and tools. It's good to get out from time to time to discover the impact we are having at a local and individual level. We had a couple of opportunities recently to do that.

ARTPRENEUR is an annual conference put on by AOE Arts Council (Ottawa) to "help artists succeed in managing their business, marketing their art and selling their talent". CHRC's booth at that event made a lot of sense. Participants showed considerable interest in The Art of Managing Your Career, its discipline enhancements, and the TAMYC online courses. Though we have participated in ARTPRENEUR before, and though CHRC is right in their back yard, we're always a bit surprised by the fact that artists are still "discovering" us (happily!).

The Niagara Region (which includes 12 municipalities of Southern Ontario and many artists) hosted 'Strive and Thrive', a meeting of artists in St. Catharines, as part of an ongoing process to rally their vibrant (but very spread out) arts community.

CHRC joined WorkInCulture to talk about resources we have to offer artists (e.g. The Art of Managing your Career with discipline enhancements and e-learning courses, and our unique HR Management Toolkit); and 3 successful St. Catharines' artists shared their inspiring personal stories, filled with insights and wisdom.

This gathering fittingly took place in downtown St. Catharines just across from the construction site of the city's New Performing Arts Centre (to open in 2015). In 2012, the Niagara Region was designated, along with Calgary, as a Cultural Capital of Canada. It's an exciting time for the arts in the highly creative Niagara Region! Artists and regional and local governments together are feeling the momentum of cultural activity in their midst and are determined to 'catch the wave'.

New leaders

  • Erin Benjamin (recently ED of the Canadian Arts Presenting Association (CAPACOA) has been named the first Executive Director of Music Canada Live, a new national association that will represent members of the live music community.

  • Sara Meurling (previously with Toronto's Factory Theatre) is now the Executive Director of the Professional Association of Canadian Theatres (PACT).

  • Maggy Razafimbahiny was appointed as Executive Director of the Fédération culturelle canadienne-française (FCCF).

  • Louise Filiatrault is the new Secretary-General of the Canadian Commission for UNESCO.

Culture Stats

With the Culture Satellite Account well launched, we have a base for culture economic data and labour force data going forward with provincial breakdowns coming next year. In the meantime, Hill Strategies Research Inc. is producing data with different methodology and sources that complement the CSA data and sustain the picture CHRC drew first in our Labour Market Information Report in 2011.

Here is a sobering finding from Artists and Cultural Workers in the Provinces and Territories, Hill Strategies Research's most recent report in the Statistical Insights on the Arts series, funded by the Department of Canadian Heritage, Canada Council for the Arts and Ontario Arts Council:

"Quebec and Ontario are the only provinces where artists' average incomes from all sources ($34,000 and $34,900, respectively) are above the Canadian average ($32,800). In Alberta, artists' average incomes ($32,600) are very similar to the national average. In the other provinces and territories, artists' average incomes are:

  • $30,800 in Newfoundland and Labrador.
  • $29,100 in Nova Scotia and British Columbia.
  • $28,400 in Saskatchewan.
  • $27,400 in the three territories.
  • $26,800 in Manitoba.
  • $25,700 in New Brunswick.

In Canada, the average incomes of artists are 32% lower than the average incomes in the overall labour force. Artists' average incomes are well below the overall labour force average in every province."

News from the Provinces and Territories: PATAC

Keeping our finger on the cultural pulse of the country is part of CHRC's mandate. Working with our Provincial and Territorial partners is a key way to do this. This latest round up of PATAC news has some positive signs for the cultural sector….

New Brunswick

The new government, recently elected, has shown signs of continuing support of the revised Cultural Policy, accepted this summer, and the inference is that the HR Council process (well underway) will continue to be supported.

The Cultural Industries Strategy that has been in the works for a couple of years appears to be nearing completion.

Nova Scotia

Digital Media training in high schools in Nova Scotia just got a big boost. The Department of Education recently purchased the Cultural Human Resources Council's highly innovative Towards a Career in Digital Media: High School Teacher's Guide for its school boards. This incredible resource, developed by educators and artists together, lays out curriculum resources for grade 12 students in visual arts, language arts and computer science who are contemplating a career in the Digital Media industry.

Ontario

Encouraging words in the Mandate Letter from Ontario Premier Wynne to the Minister of Tourism, Culture and Sport who has been instructed to:

  • Promot[e] Ontario's entertainment and creative industries. Ontario's creative industries are a pillar of this province's new economy and one of its best job creators. You will drive innovation and growth through strategic investments, partnerships and programs, including the Ontario Music Fund and Live Music Strategy. I ask that you continue to work with industry stakeholders to create a competitive and productive sector and to showcase Ontario's talent and expertise.

  • Continu[e] to support culture, heritage, and tourism agencies and attractions to maximize their economic and social contributions to the province. You will continue to work with these agencies to ensure they meet high standards of governance, fiscal management and accountability.

  • Continue to work with stakeholders to build on the Entertainment and Creative Cluster strategy and develop an Arts Policy Framework. The Framework should help maximize the economic benefits of arts and culture to individuals and communities. In addition, I ask that you work with Ontario artists, educators and communities to develop an Ontario Culture Strategy, so that we are better able to tell our stories and help a new generation tap their artistic potential.

Manitoba

The Winnipeg arts community is optimistic about the new municipal political landscape. Recently elected Winnipeg Mayor Brian Bowman ran on a promise to increase funding to the arts and heritage sector. He specifically promised to increase the allocation to the Winnipeg Arts Council from the current $5.65 to $7 per capita within 18 months of being elected. He also promised to overturn a 5% cut to Winnipeg Museums and to create a standalone Civic Museums Board - a much more arts friendly Mayor than his predecessor.

Quebec

Our Quebec colleagues are pleased with the recent announcement of a fund to renew digital skills in the context of the province's Digital Media Plan, to kick in April 2015. Compétence Culture (formerly Conseil québécois des ressources humaines en culture) will be responsible for administering the fund. They will work closely with Le Regroupement pour la formation en audiovisuel du Québec (RFAVQ) whose work is complementary to that of Compétence Culture.

CHRC is pleased to note that the fund has been inspired by our Culture 3.0, whose findings mirror the fund's objectives: e.g. to support training, to work collaboratively, to use various means of training (hubs, reverse mentorships, panels, forums), and to engage fully in the digital training.

Alberta

From the mandate letter to the new Minister of Culture and Tourism from the newly elected Premier Jim Prentice: "develop a strategic plan to guide future growth of cultural industries (screen based production, publishing and sound recording) in Alberta." This will be overseen by Jeff Brinton, formerly Alberta Film Commissioner and now ED of Alberta Culture's Cultural Industries.
