Annual General Meeting 2014
CHRC held its 19th Annual General Meeting in Ottawa on June 25. We were pleased to welcome a small contingent of Quebec members from CQRHC and CITT, a representative from the Vancouver Film School, and our Advisory Committee members by phone from Halifax, Whitehorse and Toronto.
The pro forma items passed smoothly - such as approval of the Audited Financial Statements 2013/2014, and approval of the Nominating Committee's Report (see "Board Continuing" below).
There were two important additional pieces of business:
the approval by the members of CHRC's revised By-laws which have been brought into line with the new Not-for-profit Corporations Act (NFP Act) – in effect October 2014;
the approval of CHRC's proposed Articles of Continuance which will be submitted to Corporations Canada in order to receive a Certificate of Continuance – again, to align with the NFP Act.

A tribute to Karen: the DUX Award for a Champion of Professional Development!
We lost our dear friend and colleague Karen Virag in January of this year. The AGM gave us a moment to remember her together, and to publicly recognize her by bestowing on her, posthumously, the DUX Award as a Champion of Professional Development.
It was Karen who put her mind to establishing this award for CHRC, including giving it its name and description: "to honour Canada's cultural HR leaders who have contributed to the dynamic and inspiring cultural life we enjoy in this country". Karen herself presented the first DUX Award to Jeff Cummings at CHRC's HR Roundtable in 2012. It was for Mentorship.
This year, as we present it to Karen as a champion of Professional Development, we recognize her ardent advocacy for better HR management and training in the cultural sector.
CHRC will be passing the award on to Karen's family.
Happy 15th Birthday to CQRHC/Compétence Culture!
On a lighter, brighter note, we were delighted to surprise Louise Boucher, Executive Director of the Conseil québecois des ressources humaines en culture (CQRHC)/Compétence Culture, with a cake and 15 candles, recognizing the 15th « anniversaire » of CQRHC, and its new name of Compétence Culture. As a strong supporter of training in Quebec, CHRHC, under Louise's leadership, has excelled in securing a strong and vital place for self-employed artists and cultural workers on the radar of Emploi Québec. Louise and CQRHC have been active and engaged partners in CHRC's Provincial and Territorial Advisory Committee (PATAC) since its inception.
CHRC is very grateful to the strong and dedicated Board that continues on through this transition period. Members approved the slate put forward by Richard Hornsby as Chair of the Nominating Committee which is essentially the status quo for another year. This provides CHRC with the stability and corporate memory that is essential as it navigates uncharted waters. Here is the slate that was approved at the AGM:

We like to report on this remarkable annual gathering of like-minded souls and kindred spirits that are at the centre of arts education in this country. The National Roundtable on Teacher Education in the Arts, NRTEA 2014, was held in Ottawa in May. It "seems to have been the best Roundtable to date." Here is an early de-brief:
"Preliminary analysis of exit evaluations by participants and post triumph meetings of the Steering Committee have indicated that this year's experience contained among the following elements:
- a wonderful sense of community;
- great intimacy in setting, format and interconnection;
- great balance between collective and individual reflection with opportunities to play, engage our aesthetic selves and gain rejuvenation and aliveness;
- very passionate colleagues in common cause and vision;
- refreshingly relaxing for wonderful rich dialogue without any pressure or competitiveness;
- thoughtful and genuine discussion;
- dynamic interaction between teachers, teacher educators, artists, arts administrators, government officials and graduate candidates;
- spaces to breathe and deeply reflect on beliefs and practices;
- experiences in artistry, engagement with others, meaningful visioning."
Just as a reminder… NRTEA (founded in 2011) is "a national laboratory of ideas; a national forum for discussion and communication and an incubator of visions, strategies and principles, concerning all aspects of pre-service teacher education and in-service professional development.
The central participants in NRTEA generally come from the fields of faculties of education, artist organizations and institutions, teacher organizations and government officials from the Federal and provincial governments. The fulcrum for discussion is always the nature of the teaching-learning encounter in teacher education…[.the] first principle is to support the finest possible teacher education in the arts - dance, drama, music, visual arts, media arts - for those involved in school classrooms and community settings, in traditional settings and in new and experimental combinations."
On January 15, 2014, the Quebec government announced that it would be continuing to work sectorally, even though this is no longer the case in France, the US and the rest of Canada at the federal level. The funding received from the government by sector committees will remain stable, however sector committees will have to provide 10% of their funding from their sector. Sector committees will be categorized and receive funding support according to the number of businesses and the number of workers they represent. On this basis, the amount that CQRHC receives from the Quebec government will actually increase.
CQRHC (now Compétence Culture) is preparing its Strategic Plan 2015-2018, which will coincide with its three-year funding cycle.
From New Brunswick
In late June, the NB government approved the setting up of a sector council for culture. This is a result of a long consultation process headed up by the Association des artistes professionnels du Nouveau-Brunswick (AAPNB), with support from the Conseil québécois des ressources humaines en culture (CQRHC). The government of New Brunswick has committed funds for the next step in the process that will see Music New Brunswick, as the lead organization, oversee the setting up of a new organization dedicated to the development of HR in the cultural sector of New Brunswick. Under MusicNB, a steering committee will work over the next 12 to 18 months developing the new organization culminating in the handing over of responsibility to its first Board of Directors at its first AGM.
PEI is spending a lot of money this year on celebrations of the 150th anniversary of the 1864 Charlottetown Conference that began the confederation process. Most of the money has been allocated to projects to drive tourism – a summer-long Celebration Zone on Charlottetown's waterfront and loads of festivals and conferences. Musicians, performers, presenters and venues are getting a lot of work as are event organizers and project managers. There has been less emphasis on legacy projects, so not so much money into developing new shows, publishing new books or producing new films. Also, not much investment in infrastructure or capacity-building. The one bright spot on the legacy side is public art. Lots of really interesting works are being commissioned.
A focus on entrepreneurship – 2 approaches
PEI: Cultural Enterprise Incubator
A program for young cultural entrepreneurs is being developed. It would support them for three months while they get their business off the ground. If everything comes together according to plan, it will be up and running with the first cohort by late June.
Saskatchewan: Arts Entrepreneurship & Business Development Course (Sask Arts Board)
The first round of weekend courses and coaching have taken place in Saskatoon and Regina, with highly positive outcomes for the 18 participants: initial business models, actions plans and testing of key assumptions are in progress. This training, delivered in partnership with Creative Saskatchewan, and Ideas Inc., assists Saskatchewan artists and arts entrepreneurs to develop sustainable careers and/or businesses in the province of Saskatchewan. The course is co-instructed by Phyllis Lodoen of Ideas Inc. and Karen Henders of the Saskatchewan Arts Board.
